I apologize for the delay in replying to you.
In regard to the issue you are inquiring about, the special-shaped pad
like the image you posted is not able to be created using the [Pad] dialog,
so please draw it on the PCB sheet directly or drawing it in the footprint of a component.
The procedure to create it is as follows. The pad could be created by this procedure
in the both cases of drawing it on the PCB sheet directly and drawing it in the footprint of a component.
1) Select 【Draw】>>【Pad】 and open the [Pad] dialog.
2) Select [SMD].
3) Set the [Shape] of [Electric] to [Square] or [Rectangle] and the [Shape] of [Paste] and [Solder] to [None].
4) Set any value on the [Width] and [Height] and place the pad after pressing 【OK】.
5) Set [Current Layer] to "Top" and [Layer Type] to "Paste".
6) Select 【Draw】 >> 【Filled Polygon】, 【Filled Rectangle】or etc. and draw the paste on the placed pad.
It is possible to create the pad like the image you posted by the way above.
Also, please note that when [Paste] and [Electric] are stacked up, [Electric] have higher priority
according to the order of priority for rendering, so [Paste] will get invisible.
In order to confirm that [Paste] exists, please confirm that by performing
【Toggle Outline View (All Objects)】 and display only the pad's outline,
or letting [Paste] show and [Electric] hide on the layer window.
