The offset command corresponds to the function named 【Relative Move】 in Quadcept.
By clicking 【Edit】 on the menu bar above and 【Relative Move】,
the 【Relative Move】 menu is displayed.

Sorry but I think you don't understand me, please see my file.
I want to use copy comand to make a new shape but not same dimention.

I'm sorry I thought you'd like to move objects with the offset function.
I'm afraid but Quadcept does not have the offset function
which copies and makes a new shape like the file you sent.
It is not an offset function but it is possible to make a copied shape
with different dimension if forming shapes on the PCB designer
by copying each side of the original shape with 【Relative Move(Copy)】 and
connecting each copied side with 【Trimming】(【Edit】→【Trimming】).
It might be able to reduce your time and trouble.
